The budget earmarks $280 million to raise wages for Direct Support Professionals (DSPs), addressing a critical workforce shortage that has impacted the quality of care for individuals with disabilities. DSPs are essential caregivers who provide day-to-day support, enabling individuals with intellectual disabilities and autism to live more independently. This wage increase aims not only to recognize their invaluable contribution but also to attract and retain high-quality professionals in this field.

Enhancing the Quality of Care To further support HCBS providers, the budget includes a 7% rate increase. This funding boost is designed to improve service delivery, ensuring that individuals receive the best possible care in their communities. Enhanced financial support will allow service providers to invest in better training, support systems, and resources necessary for high-quality care.

Clearing the Emergency Wait List A crucial aspect of the budget is the allocation of $74.8 million dedicated to addressing the emergency wait list for HCBS. For too long, many Pennsylvanians in urgent need of services have faced prolonged waits. Florida Gov. DeSantis Pledges Record $2.2 Billion for Enhanced Disability Support Services

May 21, 2024 – Juniper, FLIn a landmark move, Governor Ron DeSantis has unveiled what is being described as the highest level of funding in Florida’s history for direct services for individuals with unique abilities. More than $2.2 billion is set to enhance the Agency for Persons with Disabilities, specifically through the iBudget waiver, which provides a range of services from social and medical to behavioral and therapeutic for those with autism and other developmental disabilities.

During the announcement, Governor DeSantis emphasized Florida’s commitment to empowering every resident to achieve their fullest potential.

“As Governor, I will continue to ensure every Floridian has access to high-quality services to create a pathway to live up to their God-given potential and realize the American Dream,” he stated.

 

The Governor’s Focus on Florida’s Future Budget, as part of the Live Healthy legislation, will see significant investments including:’

  • Nearly $200 million to support an across-the-board increase for iBudget waiver providers.
  • $64.8 million to enroll additional individuals in crisis onto the iBudget waiver.
  • $55.7 million to enroll individuals currently in pre-enrollment categories.
  • Over $40 million dedicated to community projects for those with autism and other developmental disabilities, including $1 million for the Els Center of Excellence. This recreational complex is designed to provide a sensory-friendly environment that caters to children with autism.

“This historic funding will provide services that empower a greater number of individuals and their families to thrive through the power of partnership,”

remarked Agency for Persons with Disabilities Director Taylor Hatch. He praised the Governor for his leadership and the Florida Legislature for its commitment to enhancing support systems.

Further boosting support for families, Governor DeSantis highlighted the growth of Florida’s Family Empowerment Scholarship for Students with Unique Abilities. The program has seen participation swell from approximately 25,000 students in 2021 to nearly 100,000 today. It aims to provide families of students with unique abilities, starting as young as three years old, access to a broader range of educational options to best serve their individual needs.

Reflecting on these developments, it’s important to recognize the progress in reimbursement rates over the years. Years ago, I cautioned clinician CEOs that though initial rates might seem low, states like Florida would catch up. Today, we’re seeing that patience pay off. Unfortunately, not everyone held on. Some clinicians, overwhelmed by early challenges and slower-than-expected rate adjustments, chose to exit their ventures prematurely.

Their decisions underscore a critical lesson: in business, especially in sectors dependent on state funding and policies, patience is essential. Those who persevered are now positioned to benefit from these historic investments. As entrepreneurs and leaders, it’s a powerful reminder that real change often requires a long-term view and resilience through uncertainty.

The cumulative effect of these successive cuts destabilizes the therapy sector, increasing the risk of practice closures and restricted access for Medicare beneficiaries.

Leaders in the therapy community, like the Alliance for Physical Therapy Quality and Innovation (APTQI), have expressed deep concern over these cuts. They argue that reducing funding for community-based therapy services undermines the health and independence of seniors, potentially leading to increased healthcare costs in the long run.     As the rule’s finalization approaches, home and community-based care providers must adapt to potential changes in the industry landscape. Tim Hanold, CEO of Care Advantage, emphasized the need for scalability, consistent reimbursement, and operational efficiency to navigate these shifts effectively.
